Toll cheat crackdown planned for Tappan Zee

TARRYTOWN A new plan to enhance the state's ability to prosecute and extract fees from toll evaders was announced Wednesday by State Sen. David Carlucci at the Tarrytown toll plaza of the Tappan Zee Bridge.
