A New City man who pulled over on the side of I-87 in Orangetown with a flat tire had a blood-alcohol level twice the legal limit, state police said. The driver, 37-year-old Michael J. Fifelski was found to be intoxicated, state police said, and was transported and processed at State Police barracks in Tarrytown, where his blood alcohol content was determined to be 0.18 percent.
