There was a widely shared expectation that a ruling in a four-year legal battle by New Jersey to allow Las Vegas-style sports betting would be a major topic of discussion this week at the 30th annual National Conference on Problem Gambling in Tarrytown, N.Y. But since the ruling has yet to come down almost five months after a hearing in Philadelphia, experts sitting on a panel on the case instead were left to handicap the state's chances.
