City's special needs preschools struggle

The Institutes for Applied Human Dynamics, a Tarrytown, N.Y., nonprofit that serves people with developmental disabilities, will close its preschool and early-intervention program in the Bronx on March 31. The St. Mary's School has been subject to a six-year tuition freeze by the state Education Department for its preschool, and a 10-year freeze for its early-intervention program. Increases in rent, salaries and fringe benefits caused the program to run a deficit for several years, leading to the IAHD board's decision to close St. Mary's, run by IAHD for about 40 years.
