Dugan was born in 1923, in Chappaqua, N.Y., to William and Margaret McCormick. She was a graduate of Pleasantville High and received a BA from Marymount College, Tarrytown, N.Y. She was the director of career development and financial aid for Marymount College and the Head of weekend college for Fordham University concurrently for over 30 years.
