Thruway Authority withholds money from builders of TZ Bridge over loose barges

TARRYTOWN The Thruway Authority announced Monday that it is withholding up to $1 million a month in project progress payments from Tappan Zee Constructors, the consortium building the new TZ Bridge, because of a series of incidents involving construction barges becoming loose from their moorings at the construction site.
